Article 3 only refers to "cases and controversies" and, so the argument goes, advisory or hypothetical situations are not "cases and controversies". Thus, they can't hear those cases. States courts don't have that same clause, and some do give advisory opinions. So sometimes will article 1 courts, who aren't bound by the "Cases and controversies" language. I think they are right that the risk of Malaria, and many other risks for that matter, are substantially lower than people assume. I think there are enough people on this Earth, that a little cooperation, and a little contribution from everyone can go a long way. Since about 10% of the population of the world control about 90% of the money, it doesn't take much from those that have, to help those that don't. I think it's great that they are getting that out on the web, and hopefully it sparks enough interest to make a change.
